Director Hill:

I am writing on behalf of the Council to express our sincere disappointment with the continued incidents of violence and devastation occurring in Manhattan at the hands of allegedly metahuman perpetrators.  It would seem that our recent conversation has fallen on deaf ears, and that neither you nor your compatriots at S.H.I.E.L.D. have yet grasped the gravity of the threat posed to global security by the continued unrestricted operation of super-powered individuals.

While I would like to believe that the Council can continue to trust you and Deputy Director Carter to act in a swift and appropriate manner regarding such threats, my colleagues and I have begun to doubt your ability to continue to do so, which in turn engenders doubt in the Council’s desire to continue pledging financial and advisory support to your Agency.  I’m certain that you do not require a reminder of what transpired the last time the Council was forced to intervene in these matters when S.H.I.E.L.D. was incapable of doing so.

S.H.I.E.L.D., as always, operates at the pleasure of the World Security Council.  Should it be judged by this Council that S.H.I.E.L.D., or its current leadership, is unable to function in alignment with the Council’s edits and goals, we will not hesitate to take any action necessary to ensure the continued protection of global interests.
